Touch Ups
Touch ups are considered to be minor changes to the look of a photo. Common examples of touch ups to the surface of the image are removal of scratches, dust and spots from the image. Touch ups also include things done to the contents of the photo, such as the removal of scars or spots on a model, the whitening of teeth or the removal of "red eye." A touch up could also be a minor color adjustment to the entire photo, to remove a yellow tone for example.
Manipulation
If there are an excessive amount of touch ups needed for an image, it would be considered a "Manipulation." A manipulation can also occur if an image needs a large cosmetic change, such as the removal of people in the background, the changing of the colors of particular items in the image or combining two images together to make one final image.
